I don't think state health departments submit VAERS reports. One explanation for the TN reports shown -- all of older folks and all saying they died from COVID-19 breakthrough disease -- could be that someone working at a nursing home, retirement home, or long term care facility has woken up to the harm of the shots and decided to report everyone's case. It's just a guess, but the cases would have to be compared to see who filed them.
